Is Mini Scramble the same as Scramble?

No. Scramble requires the entire number to be one consecutive sequence when sorted, at 22,722 EP and 0.44%. Mini Scramble only needs a run of three or more adjacent digits.

Does order matter?

The digits are sorted before the run is tested, so 321 qualifies the same way 123 does.
